Park Circle's Harvest Festival Has a Rule That Protects East Montague's Restaurants

"If North Charleston is an all American city," John Scott told WCIV in September, Park Circle "is its beating heart." He was picking up his usual order at The Junction and Provisions Kitchen. The restaurant has served breakfast, lunch, and brunch in Park Circle for more than a decade. It was also the center of a story about rising rents and a higher cost of living putting pressure on locally owned restaurants. Owner Kimana Littleflower said the Park Circle she opened in was very different from the one she operates in today.

That report ran on September 9. Five weeks later, on October 17, the City of North Charleston closes East Montague Avenue for its Harvest Festival. The fine print on the vendor application decides who gets to sell food that day.

The line in the vendor application

The City's art market application has no fee and gives priority to artists and fine craft artisans. It also says vendors whose merchandise or food duplicates what the brick-and-mortar East Montague Avenue merchants offer will not be accepted. The festival's own description says the food and drink come "from the many restaurants, bars, and breweries in the surrounding area."

That makes the Harvest Festival unusual among street festivals in the region. It doesn't set up a row of food trucks in front of the restaurants. It closes the street, invites everyone in for free, and sends hungry people through the doors of the businesses that pay rent on the block. Admission and parking are free. East Montague closes to traffic from Jenkins Avenue to Virginia Avenue at 2 p.m. and stays closed for the rest of the event.

Applications close Friday, October 9. That's the opening day of a much larger festival a short drive away.

Riverfront Revival runs on its own grounds

Riverfront Revival is in its fifth year. Charleston native Darius Rucker curates the two-day festival, SRE Entertainment produces it, and it returns to Riverfront Park October 9–10. It's built as a gated event with its own entrances, its own parking, and set times that run late both nights.

Friday gates open at 3 p.m. Mel Washington starts the music at 3:45, and the lineup builds through BigXthaPlug and Charles Wesley Godwin to Gavin Adcock, who plays from 9:15 to 11 p.m. Saturday gates open at 1:30 p.m. AC Scar starts at 2, followed by Gullah Collective, Trombone Shorty & Orleans Avenue, Old Dominion, and Nelly. Rucker closes from 9:15 to 11 p.m.

The festival FAQ answers the practical questions:

  • Entrances: a north entrance at the Noisette Creek Pedestrian Bridge, 1865 Ave. B N, and a south entrance at 1061 Everglades Ave. Each has designated general admission and ADA parking, and accessible spaces are first-come, first-served.
  • VIP parking: 2880 N. B Avenue.
  • Rideshare: Uber and Lyft pickup and drop-off at 1210 Truxtun Ave. There is no rideshare pickup on the north side.
  • Other options: CARTA fixed-route buses and free bike parking. The FAQ doesn't list an event shuttle.

We didn't find a published City road-closure notice for the weekend. Until one appears, the FAQ is the best guide to where festival traffic will go. Rideshare on Truxtun and parking off Avenue B and Everglades keep most of it near the river, close to the former Navy Base.

One new restaurant is near that edge of town. Riva Mare opened August 21 on the top floor of Storehouse 9 at 2154 Noisette Blvd. in the Navy Yard. It serves coastal Italian food from Indigo Road Hospitality Group, with executive chef Sean McMullen, on a 165-seat rooftop with cabanas and a raw bar. Parking is free.

Who's behind the counters on the 17th

When East Montague closes the following Saturday, the storefronts look different from last October. The biggest change is at 1049 E. Montague Ave., the longtime home of DIG in the Park. Todd Justice took over the space in May. He told the Post and Courier he'd been looking at another restaurant for sale but couldn't pass up this indoor-outdoor space, with plenty of tables and two covered patios. It reopened as Rocko's on August 24 with a new bar, more televisions, and four new bathrooms, followed by a grand opening in mid-September. The new owners say Rocko's will keep the casual, outdoorsy feel the space always had.

A few doors down, No Bull Burger Bar opened in February 2026 at 1033 E. Montague Ave., the former Southern Roots address. It's a Lucky 17 Restaurant Group concept.

Odd Duck Market has been at 1082 East Montague since summer 2023. This year, owners and lifelong friends Andrew Hare and Jared Hellman opened stores in Summerville and Hampton Park, so a shop that started in Park Circle now has locations across the region.

One address is still unsettled. Off Track Ice Cream owners Marc and Alissa Zera announced a second shop at 1054 E. Montague Ave., the former Pink Crocodile space, and aimed to open in summer 2026. As of early October, the company's website lists only its 6 Beaufain St. shop downtown. Check before promising anyone a cone on the 17th.

The Junction and Provisions Kitchen is open and hasn't announced a closure. Its owner's comments in September show why the vendor rule matters. When rents and operating costs rise, a free Saturday that steers a crowd past local restaurants instead of to temporary stands is worth a lot to those restaurants.

How the 17th unfolds

The City's schedule gives the day a clear order:

  1. 2 p.m.: East Montague closes from Jenkins Avenue to Virginia Avenue.
  2. Through the afternoon: live music, the artist market, a Kid's Zone with crafts and games, and a pop-up petting zoo from Crosswind Farms.
  3. 4 to 6 p.m.: trick-or-treating on the street, with free treat bags for kids 12 and under while supplies last.
  4. 5:45 p.m.: costume contest entrants line up for judging.
  5. 6 p.m.: contests in three categories (youth, groups, and pets), with first, second, and third place prizes. Entry is free.

The Stingrays open their home season at the Coliseum the same day. If you have hockey tickets, plan your route around the 2 p.m. closure, since the side streets near the Circle will be busy with people walking to the festival.

The Harvest Festival is also the main Park Circle street event this year. The organizers of Rockabillaque, known for its classic cars, motorcycles, contests, and live rockabilly music, put it on hold for 2026.

The east end of the closure is Jenkins Avenue, home of the Park Circle Gallery at 4820 Jenkins Ave. The City is taking proposals for its monthly exhibitions from July 2027 through June 2028. The deadline is November 30, 2026, and selections will be reviewed in December. Artists in the Harvest Festival's market can find the call for proposals at the edge of the festival itself. Festival questions go to the Cultural Arts Department at 843-740-5854.

Park Circle is changing fast. Renovated storefronts, new owners, and the economics of a street where long-running businesses share sidewalks with newer ones all affect what a home on these blocks is worth.
